Developing community institutes through a distance education system

This paper shows that, as a consequence of a fair education policy, the system of distance education in China has benefited a large and diverse number of members of the public. In China there are numerous organizations that provide distance education across the ability range in accordance with the principles of freedom, equality and equal opportunities. The Radio & TV University has set up country-wide community institutes for enhancing education and gathering county/regional educational resources through actively promoting its role in the construction of a distance education system for public service.
